The cost of notary in California is on a "per notarized signature" basis. This simply means, its not the cost per document, rather its the cost per each person signing a document or documents. The fee is $15 per notarized signature.
For example, 2 business partners appeared before the notary public to get their signatures notarized on a single-paged agreement. It's $15 for the first business partner to sign the document, then an additional $15 for the second business partner to sign the same agreement in front of the notary public. Therefore a total cost of $30.

The answer is NO. The notary public has to verify each party and witness each signature of the signer(s) on a document. If there are additional signatures that need notarization in a packet of pages, then its $15 per each additional signature that needs notarization.
